PROCESS EVALUATION MANAGEMENT CHARACTERISTICS IN THE LOCAL DEVELOPMENT OF THE LOCAL COMMUNITY UNITS
Abstract
The paper indicates basic characteristics and role of management in evaluation process of local development strategy of local government units. Evaluation presents systematic and objective appraisal of current or completed projects, programs, policies, local development (its design, implementation and results) and aims to determine relevance, efficiency, effectiveness and results of local development strategy. Evaluation of the impact is conducted to give assistance to the bearers of decision, when they are deciding or negotiating about changes of intervention which is evaluated. The analysis of the impact is often the main aim of management evaluation process in local government units, because it reflects their success and indicates to the donors whether the change is happening. Phases of evaluation process should be applicable by managers and people who are responsible for preparation of specifications for activity of evaluation process, and should not be applicable by evaluation team. Management evaluation process might have a strong role in increasing sophistication and quality of institutional performance. For policy makers management evaluation process provide a basis for allocation of funds, because the results show the key responsibilities of the participants in evaluation process.
